We are dedicated to exposing the networks, funding structures, policy pipelines, and coordinated systems influencing legislation and governance across America. Through public records, legislative analysis, nonprofit filings, and open-source research, we examine how policies move from national organizations and advocacy groups into state and local implementation.
Our mission is to connect the dots between legislation, administrative systems, NGOs, funding mechanisms, and institutional influence — making complex structures more transparent and accessible to the public.
About us
This initiative is led by New Mexico elected official Paul Spencer. He took an oath of office to uphold the United States Constitution and is committed to exposing the networks of organizations, funding pipelines, training systems, and policy frameworks that operate across state lines — quietly shaping legislation before it ever reaches a vote — while bringing greater transparency and accountability to the system. Spencer is also dedicated to addressing the failures of the Environmental Protection Agency and elected officials’ inability to deliver the services and productivity originally agreed upon through legislation.

Using public records, nonprofit filings, campaign finance data, legislative records, grant disclosures, and open-source intelligence, our investigations map out the networks of NGOs, advocacy groups, funding pipelines, training systems, and political candidates influencing modern legislation across America.
Several states and elected officials have already been analyzed, with completed research maps and supporting documentation being added to the site as additional investigations are finalized. Each map is designed to help visualize the relationships between organizations, funding sources, activist training programs, synchronized legislation, and the candidates benefiting from those networks.
To support this work, Paul Spencer developed the RADICAL PROGRESSIVE MACHINE — 50 STATE RESEARCH TEMPLATE, a master research workbook designed to help investigators, journalists, and citizens analyze their own states using the same methodology. The system helps identify NGO ecosystems, trace funding relationships, map Emerge and activist training pipelines, and connect coordinated policy efforts to legislation and elected officials.
